Waterloo Strategic Plan

As Waterloo looks to the future, HWC Engineering partnered with the Town of Waterloo to craft the town’s five-year Strategic Plan, aligning its small-town charm, civic pride, and growing community engagement with actionable goals for sustainable growth. The plan builds on Waterloo’s strengths: its family-friendly atmosphere, local events, and ongoing revitalization efforts, while addressing key challenges such as downtown reinvestment, improved sidewalk and trail connectivity, property maintenance, and expanded opportunities for local businesses and youth. By combining community input with data-driven analysis, the plan provides a clear framework for guiding decisions, prioritizing investments, and enhancing the town’s overall livability. It emphasizes fostering stronger communication and engagement between residents and town leadership, ensuring that the community’s values remain central to future development. The final plan is expected to be adopted in January 2026, setting the stage for Waterloo’s continued progress.
