munster strategic plan

Known for its outstanding quality of life, Munster has long been recognized as one of Indiana’s premier communities. This reputation has fueled steady population growth over the past three decades and led to an almost complete build-out within the Town’s municipal limits. Many neighborhoods are already seeing reinvestment and redevelopment, while others are beginning to show signs of age. The upcoming opening of the West Lake Corridor (to be renamed the Monon Corridor in late 2025) is also expected to create new redevelopment opportunities and pressures.

While the Town shares a clear vision for vibrant neighborhoods, quality parks, strong businesses, and excellent services, questions remain about transportation investments, redevelopment priorities, and sustaining service levels.

To address these, we led a fast-tracked Strategic Planning process beginning in April 2025. Our work included an internal survey of the Town Council, department heads, Plan Commission, and Board of Zoning Appeals, along with targeted stakeholder meetings involving local businesses, community leaders, developers, and elected officials. A Community Open House brought in nearly 200 residents which provided valuable feedback and input that guided the plan development. These efforts identified Munster’s strengths, opportunities, and challenges, laying the groundwork for actionable strategies to guide decision-making and investment in the years ahead.
